Call Summary: Stephanie Spencer - 2026 Work Needs Discussion
A discussion was held with Stephanie Spencer regarding anticipated work needs for 2026, with a focus on emerging opportunities within the Tiger Team, under Silvia Gutierrez. Stephanie indicated that new opportunities are expected to arise.
A major development effective December 1 is the establishment of a Regulatory Affairs Data Office (RADO). The former RADO leader has been promoted to lead the MedTech Data Office, with plans to stand up smaller, function-specific data offices (e.g., Clinical and others). While the budget has not yet been finalized, the announcement was made on December 1. The new MedTech Data Office leader is based in Cork, Ireland, and there is a strong preference to retain resources within Ireland where possible.
Stephanie shared that early Q2 discussions with senior managers indicate positive feedback on the availability of high-quality EU-based data resources, driven in part by data privacy and safe data transfer laws between the US and EU. There is particular interest in Romania, Slovakia, and Bulgaria due to talent depth, geopolitical stability, and technical capabilities, including Power BI expertise. At this stage, the full scope of work is still undefined, with several reporting lines extending up to MedTech.
Currently, the work primarily involves building reports, extracting data from existing systems, and developing metrics. The MedTech Data Office is seeking maximum value for spend, potentially engaging approximately two contractors initially. Regulatory teams within Orthopedics and Cardiovascular are taking a wait-and-see approach, with a six-month observation period to assess the impact of the new regulatory structure.
Stephanie plans to share budget details after the holidays, at which point support can be provided to help design and build the team.
Additional context on current contractor footprint:
* Approximately 300 contractors supporting Special Projects, including PMO and Promotional Integrity (~20).
* 56 contractors in LATAM, led by Lucian.
* APAC may present opportunities through managers under Glenda.
* II Woo Choi, APAC RA Regional Lead Special Projects (Christoph Blum's APAC equivalent) oversees approximately 90 contractors across APAC (Stefanie noted her list may have potential duplication, exaggerating the numbers potentially).
* Stephanie is also involved with Health Economics and Market Access (HEMA).
* The core data team is currently based in Cork, Ireland.
